AVGS is relevant beyond one type of unemployment.
The decisive issue is not only whether you are currently unemployed. It is which authority supports you and whether the proposed coaching is considered suitable for your route into work or self-employment.
An AVGS is discretionary. You do not have an automatic entitlement, and the authority assesses your personal situation as well as the proposed measure.
AVGS coaching may be relevant if:
- You receive Arbeitslosengeld or are registered as unemployed or seeking work.
- You receive Jobcenter basic-income support and need help moving into employment or self-employment.
- You are at risk of unemployment and want to prepare your next professional step.
- You are a refugee or international participant whose responsible authority is the Jobcenter or Agentur für Arbeit.
- You already have an AVGS and need a programme that matches its conditions.
- You prefer individual coaching in English, online or at an available location.
Arbeitslosengeld, basic-income support and Sozialhilfe are not the same.
The everyday word “social assistance” can hide different legal and administrative situations. Clarifying the responsible institution is therefore the first practical step.
Agentur für Arbeit
Usually relevant when you receive insurance-based Arbeitslosengeld, are registered as seeking work or are at risk of unemployment. Discuss whether AVGS coaching supports your return to work or preparation for self-employment.
Jobcenter
Usually relevant for employable people receiving basic-income support under SGB II. This can include eligible foreign residents and recognised refugees. The Jobcenter can assess AVGS and, for founders, possible Einstiegsgeld.
Sozialamt or another benefits authority
SGB XII social assistance and asylum-seeker benefits are different systems. They do not automatically create AVGS eligibility. Ask which labour-market authority is responsible before relying on a coaching or founder-funding route.
Your AVGS must match the programme
An AVGS is not a general permission to choose any coaching. The conditions written on the voucher determine what can be approved.

An Aktivierungs- und Vermittlungsgutschein is a voucher issued by the Agentur für Arbeit or Jobcenter for an eligible measure intended to improve your route into work or self-employment. It is not a cash payment to the participant.
Potentially. The voucher must have a measure objective that fits approved coaching for moving towards self-employment, and the authority must approve participation in the selected programme.
Potentially. An AVGS can be issued for suitable coaching that supports labour-market integration, applications or the reduction of barriers to employment.
They may be eligible, as may people registered as unemployed, seeking work or at risk of unemployment. The responsible Agentur für Arbeit assesses whether the coaching is necessary and suitable.
Potentially. Employable people receiving Jobcenter basic-income support can discuss an AVGS with their integration specialist. Eligibility and the selected measure are assessed individually.
Foreign unemployed people and refugees can use Jobcenter advice and support when they meet the relevant conditions. AVGS eligibility depends on residence and benefit status, labour-market access and the responsible authority; it is not determined by nationality alone.
